Having spent three years in Bolivia (1997-2000), I remember scenes of stray dogs scouring neighborhoods for something to eat, hanging out near restaurants hoping for a scrap to get through the day and generally moving around the city of La Paz attempting to avoid cars and abusive humans. I also recall male dogs in packs on the trail of females in heat. From 1999-2000, I lived in La Paz and worked with an elementary school where students attended classes in the morning and then headed to the streets to shine shoes for the remainder of the day in order to support their families.
